How do residents move forward, with a highway bisecting their community?

Buffalo, NY is at a crossroads: the expressway encircling the city is falling apart, and something needs to be done. Should the city build a tunnel, fortify the existing infrastructure, or replace it with a calmer, tree-lined parkway?

Our interdisciplinary team of learning scientists and transportation planners is working with residents to guide inquiry around this question. We are creating community learning agendas that articulate who needs to learn what in order to meaningfully address this wicked problem.
